Human Trafficking Services Budget Request (Assemblymember Mark Gonzalez)

The Human Trafficking Victim Assistance Program (HTVAP), administered by Cal OES, currently funds 31 community-based organizations across the state to provide essential services to survivors—including emergency shelter, legal services, counseling, crisis response, and case management. A $30 million one-time allocation, appropriated over three years in the 2023 Budget Act, is now set to expire unless the Legislature acts to reauthorize it in the 2025 Budget Act. Even if your organization does not currently receive HTVAP funding, your support helps show the broad base of commitment across sectors to sustaining these critical services for survivors.
